I don't see how you could ever escape CVS - its required in order for us to keep track of changes. I'm gathering if you modified the Arabic translation, you'd want to keep it as such which would mean the involvement of CVS. I'm with you there except for the "mysql based for the public web queries". All public web queries will be of the DICT server. The mysql will only come into play for words suggested by the public (as additions and/or corrections) - how those mysql words make it back to CVS and subsequently the DICT database is for later discussion.
