Ahmad, it's upto you completely - I would have opted to say that
we don't add Unicode support ourselves as I'm sure that it will
be a complete can of worms (ie. there will be alot more work
that we might not be interested in as I'm sure there are all
sorts of requirements and all sorts of people to make happy
with regard to the larger Unicode requirements).

If you think (and get assurance from enscript's authors) that
adding the unicode support you have in mind is sufficient and
then adding arabic support is OK, then go for it.
