It's nothing to be noted on BiCon. First, this is quite distro specific. Second, compiling packages needs a minimum level of knowledge about the environment and system, in this case, that compiling packages on most distros needs development packages to be installed. Documenting this is like documenting that you need a compiler in order to compile this package.
