Well in my experience, images can be made on any distro similar to the one on the liveCD, as long as it's as recent ( gcc/glibc ). Also library dependency should be filled in, if your module needs a library not included on the livecd then you'll have to include it in the module. This procedure needs to be tested and confirmed, but wouldn't it be more consistent if we everyone used the same base to build stuff?
Well not to be outdone, here's another debian based minimal liveCD we can use. I had close contact with its developer (another one man team): http://www.deadcd.org/ Also why not slax ? it's minimal and uses linux-live, I also had some contact with its maintainer ( check the forums ).
