More advanced languages in IT don't (extreme Asiatic languages) because English is unavoidable in mastering computer sciences. Some do that for fun, for educational purposes, see the Chinese http://sourceforge.net/projects/chinesepython/ and the Arabic http://www.alrebat.org .
