Because these are the first contributions of these valuable people. So we need to evaluate them before giving them an RCS account ;-) And yes, the attached patches are the best way. It would be even better if their subject were tagged accordingly (like [PATCH]). Moreover, code snippets on pastebin and Co are here for live debugging, not submitting patches, all the more that they are often temporarily available online. But Mohammed, you're definitely right.
