Yes, general@ and developer@ are both subscribed to by a substantial number of people who don't speak Arabic, but are interested in its support and development machinery for various systems.
The convention is to use English exclusively for those two. doc@ is used by translators and so it's up to the author what they use there. The developer proposed this new spell checking roadmap for Ayaspell and asks for input and suggestions to be submitted to his (written in arabic, long) blog entry.
