In a high-fragmentation situation, you're always going to have a lot of metaslabs loaded into memory, so the additional loaded metaslabs from having more active at once is not going to significantly affect performance. In addition, there are also some changes coming soon that change the space map block size, significantly increasing the performance of loading those.
