oh, that's interesting.. the build for this pull request in queued waiting for
prior jobs to finish. so it doesn't have a `BUILD_NUMBER` yet, which is
probably why the variable `$BUILD_NUMBER` leaked through instead of the actual
value (since there is not value yet). Sounds like a Jenkins bug, but maybe I'm
just using it wrong. I think it'll update to the correct URL once the build
actually starts.
