Is the converse supposed to be true?
I noticed bookmarks and filesystem_limits have SPA_FEATURE_EXTENSIBLE_DATASET
but are ZFEATURE_FLAG_READONLY_COMPAT, not ZFEATURE_FLAG_PER_DATASET or
(ZFEATURE_FLAG_READONLY_COMPAT | ZFEATURE_FLAG_PER_DATASET).
