The GSM Association and Belfast SDP vendors Aepona have come up with a standard implementation of a RESTful API for GSM network functions such as location, messaging, call control. According to engineers involved they intend to extend it to cover most things in Telecom Web Services, or OSA Parlay-X as real men call it. I've been agitating for this professionally for some time, both at Mobile Comms International and Telco 2.0. ( http://www.careers.telecoms.com/itmgcontent/tcoms/expertview/30000121809.html;jsessionid=18D349D372349236AD12C1DD4D96A8DE) At 3GSM last week Aepona showed live demonstrations of some applications using the location capability across multiple network operators; it certainly looks like a solution to getting fuzzy location like the corner of a Tilma map tileset. No-one yet knows what the final commercial terms will be, but I would think great mysoc apps would be a powerful force for keeping it available and open.
