Sorry if this is old news but i've just received a letter from Baroness
Andrews, DCLG regarding the software output of the Timely Information to
Citizens pilot projects.

"Your constituent is keen that new software tools developed as a result
of these pilot projects should be released as open source, so that other
authorities can also use them without charge. The Government supports
this principle and, while ownership and intellectual property rights of
any such software will usually remain with the individual local
authorities, most of those concerned have already made a commitment to
make thse tools available as open source software, of for use by their
parent organisations. My officials are working to secure the commitment
of the remaining authourities to this principle wherever possible."

Rather good news, i'll be expecting some google.code.uk.gov/svn
repository immediately :D
