There is a SNAC CSV file (dated 2003) in mySociety CVS: https://secure.mysociety.org/cvstrac/fileview?f=mysociety/services/mapit-dadem-loading/snac-2003-cons2ward.csv&v=1.2 The three codes for the new councils since then can be found in april2009-update.sql too. I don't really see a problem with using Wikipedia ID, though.
