I seem to remember hearing a talk by someone from the BBC who said that 
because of the way their articles are written and the licences attached 
to the various parts of content, offering full feeds isn't an option (or 
wasn't then anyway). I think it may have been this talk, though I don't 
know if the video covers the questions at the end:

Presumably if you did redistribute the BBC's content as full RSS feeds, 
you would get a letter from their lawyers as soon as they found out 
about it.
