Looks pretty encouraging! It seems like there might be a slight risk that releasing the data (the recommendation in paragraph 66) could get bogged down with the rest of the recommendations on alterations to the website (making the bill progress visible, etc.), though a lot of those features will depend on the data being properly available in the first place. You'd hope the release would happen by a separate site/subdomain while work can go on on the public facing application of the data.
