But I actually think possibly one of the accessible and best budget I know
of it the Uganda one which is a government one -
http://www.finance.go.ug/budgets_background.php and the most exciting
document is -

 Output Budget Report
2008/2009<http://www.finance.go.ug/docs/FY2008_09%20Output%20Budget_3_12.pdf>

which maps spending to outputs, in more detail and more clearly than and
northern budget I know.

However, it isn't particularly techie.  but if anyone is interested in doing
something with the data, just let me know!
