I think you need to charge commercial users otherwise the income generated by the 'Post Code Service' couldn't be clearly accounted for (i.e. it would be buried in general taxation, not seen income via fees) then they would rapidly expand to take over offices all over the country for local consultations, their chairman would be on £2.5million a year with a massive pension for a two day week, they would have a staff of many thousands. And that staff of thousands would spend all and every day producing 'proof' that they were worth every penny they took from the general tax pot.
So I could only support a new indirectly financed quango if I could have the top job (see my business plan above - all quangos have exactly the same business plan regardless of what they are quangoing about.).
