No, the PAF is equivalent to OS's Address-Point (ie. an entry for
every address in the country). Code-Point is basically the same as
Royal Mail's PostZon (one entry for every postcode).
Ah true. Anyhow, the accuracy of Codepoint/PostZon is good enough for
90% of applications, so I'd be happy regardless of the outcome.
