I think just a a free text box (or maybe a couple) and a link to
download the PDF. Inline commenting on reports doesnt really seem to
work, and the point would be to generate (public) responses that also
get submitted to the consultation.

You can guarantee that BERR/OS/Royal Mail will all be pushing to
either ill the idea or push it into the future. So my reasoning was
that there needs to be a good number of pro-submissions to make it
harder for them.
