Yes there is:
$ nslookup -type=mx london.gov.uk
Non-authoritative answer:
london.gov.uk mail exchanger = 5 cluster-a.mailcontrol.com.
london.gov.uk mail exchanger = 5 cluster-b.mailcontrol.com.
It's the domain for all London Assembly members (and the Mayor, check
out the contact page), it definitely does accept email.
