I got a daily digest so I can't reply to the message directly. I think it is less to do with democracy and more to do with the inner workings of the system things like ASBO are more legal than democratic issues and with the justice system involved it is going to have to take time. I am not a fan of the local authority but the thing is that they have to have a long winded process or they will get overturned in a judicial review.
