Subject: [open-gov] Monitoring Government websites: announce of open
government project from Russia
To: Open Government <[email protected]>

Hi!

My name is Ivan Begtin.
Sure I am not from US, I am from Russia, but here in our country we
keep eye on open government activities everythere on this planet. At
the same time we launch our own projects and I think you don't know
about most of them. For example, I launched non-profit OpenGovData.ru
project about 1 year ago.

I would like to introduce our new project - Government Web (http://
www.govweb.ru). It's non-profit project sponsored by russian news
magazine Polit.ru (www.polit.ru).
Please use Google Translate to see it in English
http://translate.google.com/translate?hl=en&sl=ru&tl=en&u=http://www.govweb.ru/

Our database includes:
 - 2762 government bodies like state ministries, state agencies,
government corporations, government unitary enterprises and so on
 - 2131 government websites of 12 types (official websites, government
projects, exhibitions and so on)
 - 19 regulative documents - federal laws, federal subjects laws,
president decrees and so on related to government web sites.

For example you can find list of all public websites available from
Ministry of Health and Social Development here
http://translate.googleusercontent.com/translate_c?hl=en&sl=ru&tl=en&u=http://www.govweb.ru/govbody/5/&rurl=translate.google.com&twu=1&usg=ALkJrhh2Ucr_eUDJpWFvv2kntHuMVUy2gQ
and find more avail

We collect lot's of addition information and weekly update it.
This information includes:
 - results of W3C Validator (validtor.w3.org) verification of
websites
http://translate.googleusercontent.com/translate_c?hl=en&sl=ru&tl=en&u=http://www.govweb.ru/ratings/w3c/&rurl=translate.google.com&twu=1&usg=ALkJrhhlCbNjvSIoKYP1qd2Nm00yc2N4Lg
 - detection of Content Management systems, RSS availability, page
encodings, advertising networks (it's violation of russian laws to
show ads on government websites), widgets and so on. It's all
available here
http://translate.googleusercontent.com/translate_c?hl=en&sl=ru&tl=en&u=http://www.govweb.ru/site/cms/&rurl=translate.google.com&twu=1&usg=ALkJrhija1oQPTolh-UMrN1DYszeUJ9P6Q

Also we find and collect as "special lists" government websites that
violates russian laws somehow. For example russian 8-FZ (8 Federal
Law) demands all government bodies to be owners of domains of their
official websites. At the same time we have found about 108 government
websites that has domains registered on private persons and 172
domains registered on privately holded companies.  We found about 25
government websites hosted on free hosting services. It's violation of
8-FZ too.

Sure it's all about government transparency and I think that this
project helps lot's of people to know better about government and all
it's public information.

I am looking for similar projects around the world. If you know any of
them - please let me know.

Best Regards,
  Ivan Begtin
