I'm fairly sure that doesn't follow logically. There are lots of
situations where you might want to try to licence a database under a
CC-like licence where there is no question of there being "individual
pages". The classic example is OSM and this sort of question gets
chewed over in detail on the OSM legal lists.

You may be right - the database right is complicated and has surprised
all of us in the past - but I wouldn't rely on the existence of the
ODC's licences alone for that assurance.
