IANAL but looking at the doc's the information is made available to the general public in such a way as to be compliant with the FoI Act as there is no requirement for the information to be usable for anything other than a member of the public to view.
Where you might get some traction is if the information fails the requirements for it to be 'published' in the EEIR (more digging required)
