Nominatim, the native OpenStreetMap geocoder can do something like this. It uses the OSM data to produce a hierarchy of places. For instance:

http://nominatim.openstreetmap.org/details.php?place_id=16257

is Evesham, and

http://nominatim.openstreetmap.org/details.php?place_id=1030169

is South Littleton.

So:

http://nominatim.openstreetmap.org/search?q=WR11+3DL&format=xml&addressdetails=1

will give you a fully qualified address for any feature with that postcode in OSM. For a more general search, just use the outbound portion:

http://nominatim.openstreetmap.org/search?q=WR11&format=xml&addressdetails=1
