As far as I know there are no databases which connects all 3. It would be a good idea to start with a small area and contact the Jobcentre, council and the police and courts to see if you can obtain this data.

I have a suspicion that it's somewhat more complicated than that, but I would like to be able to back up my feeling with some actual data; otherwise it just boils down to "my prejudice is better than yours". I'm tangentially aware that loads of government data is becoming available, but I have to confess I know little more about it than that, and wouldn't know what datasets to start looking for where.
