Tim,

You will find information on WIC, the food supplement program, crime statistics 
on violent actions, assault, gun violence.
Social housing might not be as easy to get, but census information is out and 
has income data.
If you have access to health information you might see some interesting 
tie-in's between lifestyle illness (coronary artery disease, adult onset 
diabetes etc.) and income and crime along with school 
attendance/performance/graduation rates.

R has some useful applications for your purpose also..

I have been approached by organizations to create maps with some similar 
information and it occurred to me that many police and municipal agencies are 
increasingly looking to GIS for analysis products. So they recognize the need 
and utility. So then I thought that a group or small consortium of NGO, 
Non-Profit and community organizations might be able to get data that would not 
otherwise be released or made available.
