idea of the scale of the problem:

I think he had to inspect quite a few of the Orders in person at
council offices, and many of the TMO's refer to an OS map in the
Schedule.

Not all councils are responsible for producing these, so any
WhatDoTheyKnow interface will need to be planned carefully to ensure
the right authorities are asked.
