The government delayed the queens speech 1. they had one immediately after the general election, which meant there was no point having one in nov 2010 2. they put forward legislation on fixed term parliaments and consequently used it to move the start of the parliamentary session from november to may. they chose to make the next queens speech in spring 2012, some suggesting because there was no chance of getting key legislation through before spring 2011 and not wanting the embarrassment of "rolling over" their entire legislative programme. I think doing so also requires a vote of some kind too so therefore another opportunity to be ambushed by dissatisfied libdems.
