Is a central list of schools (state or otherwise), universities and colleges. (16k primary, 2k secondary, 2k special, 2k independent, and hundreds of unis, colleges, and academies) As for unplanned closure data, I haven't a clue; I'd guess that this data probably isn't collected centrally, but asking DfE is probably the best bet.
