There are a couple of annotations to the request, one referring to the "great
fuss and consternation" caused by a previous similar request ("some years ago",
possibly before FoI legislation), and then a subsequent one saying "Whilst all
this might seem a bit tongue in cheek and humorous I believe that it does flag
up something that businesses need to be aware of."
The BBC response is quite extensive, and might have taken between one and two
hours to produce, depending on how easily available the information was.
Looking at the language, I'd guess it wasn't a very junior person who composed
it.
Whether or not this is a good way to flag up something that businesses need to
be aware of, that's quite a bit of my licence fee you're spending, there.
The BBC's motto is something along the lines of "to educate, inform, and
entertain". It doesn't usually do the latter bespoke.
