I'd suggest an easy way to capture this information would be to create
a Google Spreadsheet and then use their forms to let people add data
to it.

Once added you could use the maps gadget to plot the results (this
will deal with the postcode to location mapping for you).

More detailed analysis may require other tools, but this is certainly
a good place to start. I'd suggest working out what it is you want to
display and then making sure that the data gathered is easy to use to
do that - so for example create a list of options for people to choose
from (like 'yes', 'no', 'limited hours', etc) rather than allowing
free text entry.
