if you're on twitter, @carlmalamud and ask him if he's already scanned that 
specific code (under his law.gov initiative to get all laws and codes online). 
He may be willing to send you a copy (although unlikely). Opening this stuff is 
very much his territory. If nothing else, it may be an interesting story for 
him the next time he's in the country talking.

In practice, such codes are a mess. While they're legally required to be 
available; that's often at huge expense. I'm not sure if FoI helps here.

Google may also have a copy of the commercial book if you know exactly what 
you're looking for.
