This is what SourceForge has to say about running an aggregator on their server. Looks 
like people working on aggregation need to run their own sandbox. Let me know if you 
have any further comments you would like me to add, but I don'n think they are planing 
on making any exceptions.

Initial Comment:
My project is working on a RSS aggregator which
requires the PHP scripts on our demo site to request
RSS feeds from other web servers. It appears that this
is not allowed as shown by a nice error message I have
seen:

warning: php_hostconnect: connect failed in
/home/groups/d/de/dean/htdocs/modules/import/feed.module
on line 175.

If these requests were to be allowed they would be
relatively low traffic, around 10 or 20 http gets per
hour at the most.
