You're right, according to the https://mariadb.com/docs/release-notes/community-server/about/release-model "Every feature that will be in a release must have been in a preview at some point". So it should be in a preview before it gets into 12.3.1 release (.1 not .0, there is no .0 release).
I'll use knielsen_binlog_in_engine_12.3 for a preview. And yes, please, keep pushing bugfixes as needed, this is, of course, absolutely correct.
