They are (or should be) all available on http://www.mmbase.org/dtd. Otherwise a find . -name *.dtd in the src dir would quickly find it.
neither are good options http://www.mmbase.org/dtd don't always match you mmbase version and if you USE mmbase your don't have the source available
We had a vote on moving the dtds OUT of the config dir to the jar, about two years ago:

The original vote was to move dtds to the src dir, in org.mmbase.resources.dtd
This was then changed (after comments during the vote) to a package relative to the classes that use it. I later used that same mechanism when placing the storage resources.
Of course, not every call that succeeds may turn out, in the end, to be the optinal solution. Here is the call result from that time:
