Yes. Actually 'p' produces html block elements so I would not recommend it for use on the 'escaper' attribute of mm:content, because you probably would use writer-tags also inside elements which cannot contain block elements (like <title>, <h1>, <em> etc.). Btw, the html function should, though perhaps deprecated, remain working in 1.8.
