At the MMBase site there is some (hard to find) documentation about

maybe this can help you to decide wether you are going to provide it as
a MMBase application or as an external application. As far as i know you
can always ask for a vote to add it as a MMBase application, in this
case the developers community has to agree with your proposal.
What is the status of this document?
When was it written?
is the package project the scb2 project?

Quick reply on this alone, packaging is just that.. packaging. where the application is
in cvs is unrelated it can and does with with both.

can it be as pracical as to create a "project" cvs module?

I think the question is not the name but if it should be on a mmbase.org machine at all, I say yes but
not part of the core cvs. It gets back to age old question do we host applications we as a group don't
maintain. This for example is why i commitor (with a vote) packaging to the core applications cvs and
mmbob to the 'speeltuin/applications' cvs.

I don't see why we as developers can't make up our minds over this, i really don't see why we don't have
a 'external application cvs' that is a gift from mmbase.org to people who want to work on projects related
to mmbase (say mmbob) that follow some simple rules.
