As far as I know there is no one good solution. In some setups one needs
x-* (but then, IIRC in common/endorsed in the case of tomcat).

All I know for sure at the moment, is that in java 1.5/tomcat 5.5, you
get away with untouched tomcat's and jdk's, with only xalan.jar in your
WEB-INF/lib.

Perhaps a sensisible thing we could say is 'your mileage may
vary', or we could simply make a table, for if and what to put where and
when ...
