No, everybody can make a call. They just can't vote (well, they can, but
these are not counted - they are however included in the final vote
report to show the support - or lack thereof).
However in this case, it seems a bug fix, and no vote is needed.
The proper method here is to add the bug to the bugtracker, and find a
committer (i.e. through a request on this list) willing to check it in.
