It has been 2 months since the release of 1.8.3. According to jira, 27 bugs have been fixed. Currently Jira also plans for 34 other ones to be fixed before 1.8.4.
But still, I think it may be time to think about an 1.8.4 release. It's a bugfix-release, and it's perhaps a good thing if those appear reguralry. Unfixed bugs can be shifted to next bugfix release.
