When testing, I suggest you to enable the swiftlet trace space on
router1. Then you can see on your console what's going on:

swiftlet.sys$trace.spaces.swiftlet.enabled=true
swiftlet.sys$trace.spaces.swiftlet.predicates.names=1
swiftlet.sys$trace.spaces.swiftlet.predicates.1.filename=console
swiftlet.sys$trace.spaces.swiftlet.predicates.1.value=%
