The 2.1.0 property files have this new property:
# the location of the new durable subscriber definitions (since 2.1.0)
swiftlet.sys$topicmanager.durablestore.directory=../../store/router1
When you upgrade a previous version you MUST integrate the
"conf/2_1_0_changes.properties" (contains the above prop as well) into
your router(s) property files.
It is explained in the release notes.
