SwiftMQ is (currently) free. Is Electric XML free?

Also Electric XML does not support standard XML API's. I like standards.
They increase my choices. Also Electric XML does not support DTD or XML
Schemas.

For a config file that is parsed infrequently, speed of the parser is really
irrelevant anyway. The JAXP compliant parsers are very fast now, free, and
getting better all the time.
