Yes.

Persistent message means that this type of messages are guaranteed to 100% 
survive router reboots, crashes, ... as opposite of non-persistent messages 
that do not or they might survive. Durable subscription is a special type 
of subscription to a topic and it means that messages will wait for a 
durable subscriber even if it is not connected to the network at the time 
of publish.
