You can use JMS Courier at www.codemesh.com.  Or, if you're doing it from an
ActiveX enabled language, then you can use Active JMS, which is a project I
started on Sourceforge--it is a provider-independant, open source Active X
JMS client API.  I haven't released any files, but a good chunck of it is in
Sourceforge CVS now--I'm using it in a production application with SwiftMQ
from Visual Basic, and Powerbuilder.  I should have a beta release by the
end of next week.  After a firm release I'm going to produce a .NET wrapper
in C#.  See www.sourceforge.net/projects/active-jms for more details.
