Indeed shouldn't be needed. But it solved the problem of the missing mmbase
html structure.

Turning of the security manager solved the problem of a not starting tomcat
after i installed mmbase and copied the 1.5.1 web-app dir. The installation
of the mmbase application as described in the howto was also done without the
security manager turned on which didn't make a difference.
