Yes, I think so.
Inactive types should not be used: nodes of teh indiacted type cannot be 
retrieved or handled.
The MayCreate tag is ofcourse rather unique because it checks a right in 
a manager rather than in a node, but I think it is correct that the 
Bridge throws an exception when a NodeManager is inactive...
We might concider though to have the TAG translate an exception in a 
false result.
OR we should add 'inactive' nodmanagers to the bridge.
