I think this should be an application. I feel it would fit in 1.7, but I think including it in 1.6 is unneeded and causes to much trouble maintaining it (trust me, maintaining editwizards in two branches is no fun). If people want to use it in 1.6, they can obtain the application from 1.7. You merely need to make sure it is 1.6 compatible.
