Yes it is a tool for content backup and creates output just like the internal MMBase backup, so xml files ready to use as default content with relations, aliases, images attachments etc etc. It doesn't create an application or builders, the logic used in this tool is limited, it only needs to resolve the aliases and some naming for the relations. This approach assumes you have all your code under version control (like the application and builders), and the only thing needed in a backup is therefore all the content present in the database.
